UAE E-Invoicing 2026–2027: Timeline, Who Is Covered and What Changes
The UAE Electronic Invoicing System explained: the go-live dates by revenue, Accredited Service Providers, the 14-business-day rule, credit notes, exclusions and the October 2026 change for VAT groups.

The UAE is moving from PDF and paper invoices to structured electronic invoices that software can read automatically, with the data reported to the Federal Tax Authority. The rules are in Ministerial Decision No. 243 of 2025 (scope and obligations) and Ministerial Decision No. 244 of 2025 (timeline), issued by the Ministry of Finance and since amended. This is a summary for students and junior staff; check mof.gov.ae for later changes.
Who is covered
The system applies to any person doing business in the UAE for its business transactions, unless the person or the transaction is excluded. The Ministry describes this as business-to-business (B2B) and business-to-government (B2G) transactions. It follows the international OpenPeppol standard.
The timeline
- 1 July 2026: the pilot programme starts with a taxpayer working group, and any business may join voluntarily.
- Revenue of AED 50 million or more: appoint an Accredited Service Provider by 30 October 2026 (moved from 31 July 2026 by Ministerial Decision No. 66 of 2026) and go live by 1 January 2027.
- Revenue below AED 50 million: appoint a provider by 31 March 2027 and go live by 1 July 2027.
- Government entities: appoint a provider by 31 March 2027 and go live by 1 October 2027.
How it works
- Both the seller (issuer) and the buyer (recipient) appoint an Accredited Service Provider (ASP), which sends, receives and reports the invoices. The Ministry publishes the list of accredited providers.
- The seller issues an electronic invoice for each business transaction, and an electronic credit note when a sale is cancelled, the price is reduced, money is returned, or there was an administrative or numerical error.
- A VAT registrant still follows the VAT Law’s timing rules; in any case the electronic invoice or credit note must be issued and sent within 14 business days of the date of the transaction.
- Invoices and their data must be kept for the record-keeping period in the Tax Procedures Law and produced to the FTA on request.
What is excluded
- Sovereign activities of government entities that do not compete with the private sector.
- International passenger flights sold with an electronic ticket and the airline’s ancillary passenger services; international air cargo with an air waybill (for 24 months).
- Financial services that are exempt or zero-rated for VAT.
- Transactions between members of the same VAT tax group, for 24 months from 1 January 2027 (added by Ministerial Decision No. 197 of 2026, in force from 1 October 2026).
What does not change
E-invoicing does not change how much VAT is due or how the VAT201 return is filed. It changes how invoices are issued and how quickly the FTA sees the data. Breaking the electronic invoice and credit note rules is already in the VAT penalty table at AED 2,500 for each case found.
E-invoicing is covered in chapter 13 of the UAE TaxLab course, alongside the full 2026 penalty table.
Frequently asked questions
Can I just email a PDF after go-live? No. In-scope invoices are exchanged through Accredited Service Providers in a structured format.
Do small businesses have to do this? Yes, with a later date: businesses below AED 50 million of revenue go live by 1 July 2027.
Does it apply to sales between companies in the same VAT group? Not for the first 24 months from 1 January 2027.
